It may be just a legend, but I read somewhere that the British used spices and so much of them that even those lower in the social hierarchy could afford them.
The nobility however stopped using them to be special
everyone definitely used spices a whole hell of a lot whenever they could, throughout history. Look at a cookbook and you have shit like lasagna with saffron or ginger bread (as in a loaf of bread with just an absurd amount of ginger).
Dunno about the other bits, but the idea that any culture would choose not to use spices is wild.
